HB 672 would require any legislation introduced to create a new city be introduced in the first year of the two-year legislative calendar. Such bills could not be considered for passage until the second year. The intent is to allow time for the proponents of a new city to properly evaluate its fiscal viability before the General Assembly votes on the proposal.
